How can I setup the joomla site so that drivers and clients are automatically put in the right category the minute they register. Do I need a separate form for drivers and clients?

yes, you will need to create a separate form for Clients and Drivers if you like Joomla to put them in the correct Joomla User Group.
Clients are automatically registered (and added to the Registered Joomla User group) with their first order.
And you can add Drivers through the back end Taxi Booking > User management.
