this is not possible for WordPress websites - there is no location tracking that can be used without a recurring fee.

Sorry for the mix up but the same applies to Joomla websites - location tracking is an external service, it cannot be done with any CMS platform.
Location tracking requires both hardware devices (like GPS tracker or a mobile phone that has a GPS tracker) and software that constantly receives and works with the location data that the devices transmit. This is a huge traffic output and is handled by a dedicated server that only does that.
