Is there a way to configure rate calculation for a flat rate for the first 10 miles then x amount every mile thereafter? If it's not possible as-is, which file contains the rate calculation code? so that I can try to modify it.

surely there is a way to do that which is built in Taxi Booking already.
You will have to use Distance sectors that will form your final fare.
If the prices you have are same for all cars in your fleet you can do that in Taxi Booking > Settings > General price settings. If you have different prices for different cars in your fleet then you can individually set this up in Car management.
From what you require it seems that you need to use Cumulative option for Distance sectors which means that all distance sectors you create will be added together to form the final fare.
If you create first distance sector 0 - 10 miles x Flat rate for the first 10 miles then 10 - 99999 miles with your normal rate per mile the system will calculate Flat rate for any journey under 10 miles + additional price calculated by mile after the 10th mile.
