Would like to know why I don't have the drivers as part of the backend as I did in the 3.8 of this I did not use it but the driver module was there.

Drivers are still part of Taxi Booking.
You can create and manage Drivers in Taxi Booking > User manager.
Just set "Is User a Driver?: Yes" and you will see additional options for a driver that you can fill in.
